Scope

What the engagement covers

If candidates are not ready yet, say so on the proposal form. EOR covers employment once the person is chosen.

  • A local employment contract in Russia
  • Payroll, employer charges and the EOR fee, shown separately
  • SFR registration and monthly compliance filings
  • Reporting back to your head office

How it works

From brief to monthly payroll

  1. Talent & offer

You select the person and approve the offer. If candidates are not ready yet, note that on the proposal form.

  2. Employment contract (ТК РФ)

A locally compliant contract is prepared once inputs are clear. Timing is confirmed case by case.

  3. SFR & NDFL setup

The employee is registered for social contributions and payroll tax before the first pay run.

  4. Monthly payroll & support

Pay, filings and employee support run on cycle. Head office receives the cost picture you agreed.

Before a proposal

What the first figure does not show

The gross salary you agree with the person is not the amount the company spends. Employer contributions to the Social Fund of Russia sit on top of gross. NDFL is withheld from pay. The EOR fee is a separate line. Resident status, the statutory base and the role change those amounts. A proposal confirms the split for your headcount. It is a planning document, not a binding quote, and it does not set a start date or a work-permit timeline.

Employer of Record fits when you need people employed in Russia and you do not have a Russian company. You still direct the day-to-day work. If you already have a local entity, the scope is payroll support for that company, not a second employer. If the activity or the payment flow does not fit, we say so before we send a proposal.

Questions companies ask

What is an Employer of Record (EOR) in Russia?

An Employer of Record lets a foreign company have people employed in Russia without opening a Russian company. Gini Talent arranges the employment through its local partner employer under the Labor Code of the Russian Federation and is your single counterpart under an international service contract. Your company directs the day-to-day work.

How much does EOR in Russia cost?

The EOR fee starts from USD 249 per employee a month. On top of gross pay the employer pays insurance contributions of 30% up to RUB 2,979,000 a year and 15.1% above, plus accident insurance; NDFL of 13% and higher is withheld from the employee’s pay (2026 rules). The proposal shows each line separately.

Does Gini Talent accept new EOR clients for Russia?

Yes. We review every request first: the company, the activity and the payment route. Each payment route is checked before a proposal, and not every case is accepted. We reply to proposal requests within 3 business days.

Can foreign nationals be employed in Russia through EOR?

Yes, when the person qualifies. Citizens of EAEU countries work without a permit, citizens of visa-free countries usually need a patent, others need a work permit, and highly qualified specialists (HQS) follow their own route with a salary threshold. We confirm the route for each person in the proposal.

Who checks the figures on this site?

Görkem Tan, Finance and Accounting Manager at Gini Finance and a Certified Public Accountant (CPA), checks the tax rates, contribution rates, cost examples, work-permit rules and Labor Code figures. Reviewed pages show the reviewer and the date of the last update.
